reallly good point:

I entirely forgot. The real semantic of the "join" attribute is not only depending on the border type but also on the paragraph margins.... So the currently sementic in OOo and Word is that only a border around paragraphs with the same margin is drawn...

Oliver: Is my understanding right that the border of a paragraphs depends on
* border style
* border weight
* border color
* paragraph left-indent, first-indent and right-indent?

Any chance you can update the proposal?

I imagine the more likely case to be where the paragraph have different 
margins, that is quite common where a long passage is quoted and the 
quoted material is indented further than a "regular" paragraph to set it 
off from the regular flow of text.

In that case I assume the paragraph with the wider margins should set 
the location of the border that is going to surround the two paragraphs.

I think of that as being a different issue that your "determining two 
borders to be the same." I saw that as a computational problem.

I do think this is more complicated that simply saying two borders are 
"the same" and no more. ;-) However, I do think if we think about it we 
can fashion a way to specify the behavior we want.
