For the <draw:area-*> elements the attribute value indeed has not to be unique.

For <office:annotation> and <office:annotation-end> it has to be unique in the sense that there may be <office:annotation> and <office:annotation-end> that have the same attribute value, but that there must not be two <office:annotation> element or twp <office:annotation-end> elements that have the same attribute value.
