The ODF spec just includes specifically enumerated attributes from XSL:FO. 
 It does not automatically include all of them.

Is the lack of fo:word-spacing an oversight?  I don't know.  Does anyone 
else have an opinion?

First thing is to enter as an issue into JIRA:  
http://tools.oasis-open.org/issues/browse/office

All TC members should have rights to enter new issues.  Your OASIS login 
should work fine here.

If there is a consensus that this was an oversight, we can probably just 
slip this into ODF 1.2.  Otherwise we would probably need to defer it to 
the next release.

I know you have been busy on the implementation side.  This is very good, 
since implementation experience is our best source of informed feedback on 
ODF.
