1. I think it should be explicit that this attribute applies in a global master document and nowhere else.  It should be explicit that the presence of the attribue in a non-global master document should be ignored.  If it is possible for a global master document to be a part of another global master document, perhaps that case should be ruled out.

2. I also don't agree that "part-of semantics" is meaningful and someone who knows what is meant by this needs to say something more specific.  For example, I would like to know how contradictions between the global master document and one of the linked parts are to be reconciled, if such contradictions are possible (e.g., rules about running page numbers, heading numbering, etc., that might be over-ruled in the global master when dealing with the parts, and whether the parts must be conformant documents in their own right -- which I presume is the case -- and so on.  Collisions between global-default settings are also of interest.

3. If this reconciliation is to be deferred to ODF-new, I think the whole provision of global master documents should be deferred with it.
