It might simply be better to remove the complete sentences about editing, for both cases.  We don't know if the consumer is presenting the document for editing at all (it might be read only or being presented only for viewing).  Presumably, the focus will move (and the document view scrolled), or not, under control of this provision either way.

One confusing factor, for me, is the fact that there can be more than one form:automatic-focus attribute in a document, one in each place where an <office:forms> element can occur.  I am not clear how these are reconciled.
