What's interesting about this is that in ODF 1.1 the <table:table-template> is said to be an element of the <styles:master-styles> element, but there is no such element.  

Furthermore, there is no ODF 1.1 schema element that has <table:table-template> as a child.

So it looks like this is fair game.  On basic principles, it certainly appears that it can fit in <office:styles> best.

We might need to say something about this in the ODF 1.2 Part 1 Appendix on changes.  (And remove tables in presentations from the list of new things.  As far as I can tell, they were always allowed, they just might not have been implemented.)

In practice, user can create table based on the table template at any place of the document whatever in master page or in slide page. Also, table template is not restricted into presentation table. So I prefer OpenOffice implementation, that <table:table-template> should be the child element of <office:styles>.
