Of course a user can enter any sequence of Unicode code points . Note that as a user I for example can enter arbitrary  sequences of Unicode code points in Gnumeric (including ZERO WIDTH NO-BREAK SPACE) if I so desired.

But I am not concerned with that. And I believe it is not what the public comment is about. I believe that the reporter does not want users of Japanese text to have to enter special control symbol to have proper line breaking done but expects the implementation to handle this.

So I understood your comment to talk about what the implementation can do. And my point is that the implementation may not unilaterally insert code points into strings. If it were to do that the OpenFormula questions arise.
