1. I agree that is not what the public comment is about. 

2. I don't mean unilaterally.  I assume by unilateral you mean something like, wherever those particular line-start-prohibited code points show up, a ZERO WIDTH NO-BREAK SPACE gets inserted in markup no matter what was being entered and wherever the string came from.  I agree, that would be awful.  I don't mean unilateral any more than introduction of   (U+00A0) in text by HTML editors is "unilateral" in the sense you fear.  It would be a very stupid editor that applied that option within the expression of an attribute value, though.

I don't know if any editors I have used have a check-box option that says "preserve extra spacing" or not.  Some do it (and use   to do it), some don't.  I can see it being very handy to have that be a check-box option on the configuration of an editor, just like the option to "use spaces for tabbing" in other kinds of text editors is valuable.  Either way, consumers (browsers) all seem to honor the   no matter how it happened to be there.
