The correct URL for the Guidelines is:  http://docs.oasis-open.org/templates/TCHandbook/ConformanceGuidelines.html

This is not a consensus document but a set of guidelines released by OASIS admins.  So it does not have the weight of ISO definitions or of the W3C Note on Variability in Specifications.  The fact that it does not define the commonly-used term "conformance class" is odd.  This is in widespread use.

So I do not know if we want to make any changes based on this comment.
