What we do as individuals to implement the test case
requirements is our own business, not the TC's. But it is entirely
appropriate for this to occur. Think of the ODF TC. We write a specification
for an XML-based document format. We do not officially write an implementation
of that format. But several of us do work for companies or with open
source projects that do implement the standard. I'd expect the same
dynamic to occur with the OIIC TC.

Rewriting the ODF standard would be out of scope.
Or more properly, if we tried to put that into scope, I believe OASIS
would balk at our proposed charter since it would then clearly overlap
that of the existing ODF TC's. However I don't think rewriting the
ODF spec is necessary to meet our deliverables.
