Subject: SLPF: Inclusion of ip_net in the SLPF

Michael Stair made a comment during the public review:  https://lists.oasis-open.org/archives/openc2-comment/201811/msg00007.html 
The gist of the comment was the need to accommodate a range of IP addresses as a target for the deny and allow actions. 
A github issue was created https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/issues/26  
I attempted to resolve the comment with the following changes:  https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/pull/54 

Please note that this change needs to be discussed at the Language Spec level as well If you object to the wording in the pull request, please provide your comments via email or via the github issue.  

Our ability to resolve this issue will require consensus at the language specification as well, however barring any objections, I would like to report to the TC that the SC recommends this resolution.
