I fall on that this should be optional in the language spec, with
different protocol specifications may provide some of this at a
higher level than the language.

If we were discussing a more complete protocol of OpenC2 where the
transport was specified, etc, I may change my opinon, but as long
as we are talking about a generic language that may be implemented
over any transport, in different manners, one to one, one to many,
these need to be optional to allow the protocols to decide how best
to map these to a particular protocol implementation.  Some of these
fields may be provided by the transport, and it'd better to use those.
