    Proposal: That the specification define a new value for oslc:usage on the config mgmt domain service resource for configuration management providers: oslc_config:globalConfigurationProvider. A service that implements GCs SHOULD provide this usage value, and any service providing this usage value MUST implement GCs (and of course can provide LCs as well).
