Mike - there are two separate conversations going on - one about how to
get support for concepts and how to discuss those (the current thread)
and the separate note from Bob about documents going to ballot needing
to be ready for the editors to add into documents. Those are two
separate and distinct threads - and the approach for each is different.
When you attempt to combine the whole lot together things don't work
well as you've seen from the substantial comments on your proposals.
Both items need to be addressed - and separately.

You are of course entirely free to stick with your current approach.
