This paper is submitted in relation to the PKI survey, as a detailed comment on regulatory obstacles to the uptake of PKI, and related matters.  A similar, cut down feature was published in SC Magazine this month.
 
I would be happy to exchange views in more detail, but at this stage, I don't know a lot about the context or history of the PKI TC.
