Thanks for your comments, Derek. I think you raise two
good issues here:

1) What should we call the "obstacles to PKI deployment
   and usage"? Should we call them "obstacles", "inhibitors",
   "barriers", or something else?

In my view, the important thing here is to communicate clearly
to our intended audience. Marketing folks may understand the
term "inhibitors" in this context, but I don't think that
our intended audience (which includes managers, IT staff, and
anyone else with PKI experience or expertise) would find that
word as clear as "obstacles" or "barriers".

What do other people think?

2) Should we ask about "drivers" (why people are inclined
   to deploy PKI)?

We discussed this about a month ago in the PKI Survey
Subcommittee. We decided that while we're curious about
this, it's most important to keep the survey short and
focussed. The longer the survey is, the fewer responses
we will get. We plan to have one or more followup
surveys to explore other topics like this. But our only
objective for this survey is to "identify the most commonly
cited obstacles to PKI deployment and usage and to
correlate these obstacles with information about the
respondents, such as their occupation, expertise, etc."

We decided to include a question about PKI applications
because we thought it would be useful to correlate
perceived obstacles with intended applications. One
could argue that we should also include a question about
PKI drivers for the same reason. But I suspect that
we won't see much correlation between perceived obstacles
and drivers. But I could be wrong!
