HI Sean
I would say that the primary motivation behind the templates 
was to ensure/enforce consistent use of the PLCS model.
As Peter points out, one area where we want to enforce this is the 
use of reference data to provide the type of the assignment, so I 
would not necessarily agree with the statement "Templates are a waste of time"
