I'm not sure what this use case is for. At the face-to-face we discussed moving a PSTID (provisioning object) within the naming context of a PST (kinda like moving an entry in an LDAP tree). We then decided it would be simply done by modifying attributes of the object's schema that denoted the object's position in the namespace, so the "modify pstid" use case would cover it. If that is the intent of this use case, it should updated to be more clear on this.
