I think supporting public identifiers is useful, as they are useful in DTD. Actually, I would even think that at least in DTD, the public identifier feature is vital. Also, supporting them can be justifiable. they are in DTD, and we're trying to be DTD compatible here. Identifying the document element probably doesn't make sense because RELAX NG grammars have that information. My concern is, if we endorse this feature, then many people will use it. They probably don't care whether it is intended for the compatibility or not. And wide adaptation may makes it difficult to introduce more sophisticated mechanism.
