I would like to re-present the idea I presented on the call, as I understand people may not have had time to think through everything I was saying.  When you do get a chance to inspect it more closely, I think you will find that it is completely rational and reasonable and fair.

The idea goes like this:
* People need to be able to schedule their week, and that means we need to keep our calls to the scheduled time alottment.

* To facilitate this, if we need to have a meeting longer than an hour, we ought to schedule it beforehand.
* Given a scheduled meeting, we ought to have votes during the scheduled time.
* The reason for sticking to schedules is to provide ample opportunity for people to work their schedule to the group's schedule.

* A one-hour meeting every other week is not an unreasonable time commitment.
* Since everyone should reasonably be able to commit this time as part of their schedule, there should be no problem for motions made during such meetings for vote at those meetings, and there should be no need to have motions made ahead of time.

Thus, I would propose one of the following three courses of actions:

A) We ammend the motion to remove points 1 and 3 about 7 days notice, leaving in points 2 and 4 about voting before the scheduled close.  Given this ammendment, optionally, if it makes Parama happier, we can say "all votes" to avoid the amibguity about which votes are major and which are minor.  (Minor votes should also take place during the scheduled time.)

or

B) We ammend the motion to be phrased in such a way as "fixing the time of adjournment" for all future meetings to be the scheduled end time.  Not sure about the exact roberts-rules phrasing of that, but perhaps someone could look it up if we chose to go this way.

or, if we cannot fix the time of adjournment for future meetings according to roberts rules,

C) We establish a custom that at the beginning of each meeting we vote to fix the time of adjournment for that meeting to the scheduled time.
