SCA Assembly Test Material

OASIS Admin agreed to publishing but have not yet posted to web site

Some issue regarding providing individual files in addition to ZIP file.

Shouldn't the Test Suite ONLY be available as a complete package?

OASIS rules REQUIRE individual files

Policy matching should probably be moved out of this spec into SCA Policy

Think that this is covered in other areas (Section 12) as general statement

Review of Section 12 doesn't reveal anything applicable
