Intention is to allow composite to be provided as an "opaque" item

Same issue could arrise WRT external services & references

But content of package is visible to SCA even if external artifact is unknown
 
...also depends on how composite is deployed - if at domain level then apparent local channel can be domain channel
 
...I don't support distinction between global & local channels

Purposely didn't introduce issue WRT service & references - wanted to keep issues separate

we don't have similar restriction on reference promotion -- we can't say that the promoted reference must be wired to a service within the SCA domain (as opposed to an external service with a binding)
