I have reverted issue 15's state to "resolved", instead of "applied."

an updated WD but at the moment I'd prefer to wait until after

is currently marked applied. It looks to me like issue was resolved
in a different manner than it was applied.
Resolution from 2007-12-06 states that we should use http://www.w3.org/2006/03/addressing/ws-addr.xsd
as the XML Schema address.
That is not what appears in sca-wsbinding-1.1-spec-WD-03.pdf
