Let me be more explict.

The original idea was the JC would coordinate between the "security related" TCs. It was always agreed that the WSS would join as soon as they formed and they have and in my mind are "first class" citizens.

Now we are throwing it open to "security interested" TCs. We originally decided, after some debate, that we would have one vote per TC. The question is if the new group should be observers or members. That is, should they be able to vote. Given that nothing we do is binding on any TC, this may not matter, but in theory, the "security related" TCs could find themselves out voted!

I don't feel strongly either way, but I think we should explicitly decide.
