Another way of asking this: Is there a conformance clause relating to what kind of service can respond to a rating request?  The term "third party" seems to still be ambiguous.

Szu says that the conformance clause has been addressed.  Either one of them - list of something?

The phrase "third party" has been removed in the rating spec.
