Subject: rewording '2.1.2.5 Manageability and Governability 'section


I have two concerns bout section 2.1.2.5 Manageability and Governability.

The first one is that SOA-based systems requires an {ability} for decision makers to be {able} to.... This does not sound well in English. Anyway, to be able to set policy does NOT require, in general cases, an ability to ensure that policies are effectively described; here has to be another verb instead of require(It {requires} an ability to ensure that policies are  effectively described)


The second concern is about the word enforced (that policies are  effectively described and enforced.) In other parts of the RA doc we state that Governance and Management are two separate areas where Management is responsible for the realisation of the policies including policy enforcement.

In short, OASIS SOA RA position is that SOA Governance DOES NOT include policy enforcement because it is the Management prerogative. If we confirm that this is the shared understanding (despite opposite opinion in the SOA community), we have to change aforementioned section. Just as an info, The Open Groups SOA Governance standard also separates Governance from Management (and from Governance enforcement). So, I think we are right in this and need only more accurate words in 2.1.2.5.
