TA 'interpretation' and 'comment' child elements replaced with
'description'

'typeSchemeDescription' and 'typeSchemeDescriptionId' added to 'target'

There are now so many changes since we started using the same namespace it

seems appropriate to change this namespace:
changed to http://docs.oasis-open.org/tag/taml/200911
Some of the changes in this draft are clearly not compatible with even the

more basic previous namespace instances.
