Typical it means that we cannot add a technology company to the group until
we have added a balance of content companies.  This does not mean we can't
work, it just means that we can't add technology companies when we already
have a glut of them.  The intent behind this section is to provide the
perspective of the end users in a specification, and to prevent
front-loading by technology vendors.

This may be somewhat a moot point in the case of XTM.  XTM is based on a
baked standard ISO 13250, so the interest of the implementers is already
preserved, at least some sense.
