[xtm-wg] XTM-ISS <topname> should be xlink title

Section 3.1.4 of the XLink spec states that XLink extended-type elements
can have one or more title-type elements which can be used for
alternative human-readable labels, internationalization, etc. The
title-type element can also have any content. This seems to fit very
well with the <topname> element and in the interests of
interoperabilitiy with XLink engines I propose that the DTD be modified
as follows:

<!ATTLIST xtm:topname
   xtm:scope
     CDATA
     #IMPLIED
   xlink:type
     CDATA
     #FIXED
     "title"

What does everyone think?
