[xtm-wg] ANNOUNCE: update of XTM 0.9 DTD

Sorry I've not finished updating everything online. I'm right in the
middle. But I know some people are ending their days, so I've just
uploaded the new home page and will have the spec in a few minutes.

The DTD is available in the /syntax directory, or as a package with
some prototype XTM topic maps for country and language codes at

   http://www.doctypes.org/xtm/syntax/xtm09-20001114.tar.gz

The individual files in the tarball are in the syntax directory.

I'll be finishing up posting what I have today in the next half hour.
