Topics are always implicitly scoped by their topic maps, so that
if a merge is done with another map there is the opportunity to
provide scopes on origin to the merged product, which would 
eliminate any ambiguity, so long as none existed in the sources.

Specifically, if you read Section 3.10.1 on merging in the XTM 
spec you'll see that the content model for <mergeMap> allows zero 
or more references to subjects to be added to the scopes of all 
topics in the source topic maps upon merging.

For example, if you had three or four people working together
on a topic map, you could add "fromBob", "fromCarol", "fromTed",
and "fromAlice" as scopes on all the topics they provide, then
eliminate those scopes as any conflicts are resolved in the 
final product. Collaborative authoring of non-XTM documents 
could also be mapped this way, given the ability to use XPointer
in XLinks. Just an idea, anyway...
