Thanks -- I'm corresponding with several people on the IETF-Languages
mailing list to be sure I'm using the most appropriate and up-to-date
codes, which is part of the delay here. But in a nutshell, people can
use the current PSIs based on the two-character codes without fear, as
when the new topic map based on the three-character codes becomes 
available, there will be subject identity with the older two character
ones.

As soon as we have a publishing framework for "Technical Notes" and
"Technical Reports", I'll be able to publish this on the topicmaps.org
web site, which I hope will become a place people will look for tools,
software, and documentation designed to assist this community in better
authoring and using topic maps.
