Try GEF (http://gef.tigris.org) or Jazz (http://www.cs.umd.edu/hcil/jazz/).

Jazz requires JDK1.3 so is probably not suited for an applet environment.
GEF uses Swing, but the docs claim that it runs on JDK1.1.5....then again
the docs are pretty old.
