And what I have been saying repeatedly is that I want to prepare a
proposal that will have 'suggested' status in time for the meeting in
Montreal. That way it can be approved there and adopted immediately.

What I have further been saying repeatedly is that until Murray
publishes his updated versions there is nothing for me to comment on,
except for the existing versions I have already commented, and those
comments have been completely ignored.
