Not extremely relevant Ken but I found what looks like an error
in the CountryIdentificationCode genericode file in UBL 2.0

 <Value ColumnRef="code">
  <SimpleValue>BOSNIA</SimpleValue> 
  </Value>
 <Value ColumnRef="name">
  <SimpleValue /> 
  </Value>
 <Value ColumnRef="numericcode">
  <SimpleValue>AND</SimpleValue>

(see the 'AND' - maybe should be 'BOSNIA AND HERZEGOVINA')

this looks like an error. Were these files generated using XSLT?
Looks like a script error. Have the other files been checked?

The XSD file has

 <xsd:enumeration value="BOSNIA">
 <xsd:annotation>
 <xsd:documentation>
  <CodeName xmlns="" /> 
  </xsd:documentation>
  </xsd:annotation>
  </xsd:enumeration>

which begs the question, which, if any, is normative. I guess that
leads into the discussion on the schema designs for what comes after
UBL 2. Could it be that there can be multiple ways of expressing the
same model, none of the schemas necessarily normative? Maybe the
idea that the schemas in W3C XML Schema format are always the
normative ones doesn't hold up in all circumstances and exceptions
have to be made (either by the standards group or by the user
base or community).

If you were living in Bosnia and producing a finance app with UBL
support would you want to have to include this without change or
wouldn't you just regard it as one (albeit 'standard') variant and
correct it in the app?

There is no mention in this guide, but what you speak of is entirely 
in the purview of the OASIS Code List Representation Technical 
Committee responsible for genericode (which was adopted by the UBL TC 
to express code lists).  We anticipate having deliverables 
demonstrating the transformation of genericode XML into other forms.

Note also that there already are examples of this on Crane's web site 
in the section of free developer resources.  In there you'll find 
stylesheets for the rendering of genericode files and the rendering 
of UBL context/value association files.

Ummmmmm ... that's because they have a lot of information ... I guess 
that makes them big.  :{)}

My emacs opens them up just fine for editing, and Crane's stylesheets 
render them using Saxon without any problems.

They are made available to users who need them.  These two are not 
engaged by default because not all users need them, but we felt it 
would be a convenience to those who would find them useful.  The 
larger one is an enumerated list of all of the possible types of 
shipping containers, and the smaller one is a list of all ports of the world.
