 Hi Stephen,

Standards are all about consensus.  The UBL representatives agreed to
the NDR rules - just like the other SDOs involved in their development,
and has publicly stated numerous times that they are moving towards
UN/CEFACT. OAGI and others will be using the UN/CEFACT BDT Schema
directly.  UBL is certainly within their rights not to do so - and to
deviate from the agreed upon NDR rules including the use of code lists
and how the supplementary components are reflected, and the published
schema that the others have agreed to - however they must be honest with
their stakeholders as to their real intent in terms of alignment to
UN/CEFACT and the impact of their direction.
