I missed this, let me look at the latest release and I'll rephrase my concern again.

Nevertheless, let me point that the main issue is that if we use the same TaxTotal class to state normal taxes and withholding taxes, we need to explain that the behaviour depends on the code value. Usually tax amount is added to the TaxExclusiveAmount to get the TaxInclusive Amount, but the withhold taxes should not be added there. They have to be substracted in the PayableAmount as this is not going to be payed to the seller, but to another party (the Tax Agency)
