I try to resolve this issue as follows:
- INTTRA has its own messages as a service provider, but its scope is limited to the Ocean Carrier, Freight Forwarder, Shipper relationships and they collect a certified weight (VGM) on behalf of the Carrier on their portal or just let them use their xml formats.
Here the fact is that the VGM weight is still there in their offices. VGM Weight MUST be communicated to a Terminal Container to ensure the Vessel operations will be aligned with safety regulations such as SOLAS VGM. (weight is important for load operations) 

- If one or more current UBL transport documents are playing the role of one of the following EDIFACT messages (COPARN, COPRAR LOAD, VERMAS) then we should ensure we provide a VGM Weight.
  + COPARN is booking information sent by the Ocean Carrier to a Terminal Container (and to other parties)
  + COPRAR LOAD is the list of container with a load order sent by the Ocean Carrier to a Terminal Container
  + VERMAS is a new EDIFACT message specific for communicating a VGM weight.
  If noone of the current document is usable in this field in the transport chain, we can avoid any change.

- Probably UBL could be enriched by a new document similar to the VERMAS one.
 VERMAS is only for certified weights, but we could make a more generic document used for communicating also a generic weight bill that will be certified later by the Shipper.
A common business case is that VGM weights are not available at the moment they are needed when a container enters a Terminal Container to go on board.  This reasonthe need to communicate a weight "stand-alone" is a concrete use case (see VERMAS) and such document could be used in different ways:
 + to communicate a weight bill (e.g. a weight executed by a weighting provider)
 + to certify a VGM weight if sent by a Shipper (weight here could be made by the Shipper or just certified)
