Subject: UBL PR - Comment - a Procurement Procedure is over (UBL-215)

Hi,

The ability to specify in a notice:
- that a procurement procedure is over, and 
- that no further contract within the procedure will be awarded,
is needed.

The proposal is to add an indicator BBIE ÂTenderingProcessCompleted (True/False) at the root level of a CAN to specify that no further contracts will be awarded within the current procedure.
