Hi Paul,

Is there some background on why you have stated this as requirements for 
User Assistance *Authoring* specifically?

Vs requirements for standards for user assistance in general?

It seems to me that just as interesting would be discussion of standards 
for user assistance delivery and display, beyond simply the authoring part 
of the process that gets the textual content from the mind of the 
technical communicator to actionable use by an end user.
