Sorry it's taken me so long to catch up with this. 1. With regard to Ken's point, the formation of a discussion list is optional and completely separate from the formation of a TC list; in fact, they can't even have the same name. Groups can and often will start directly with the formation of the TC, as in this case. 2. Putting your name down on the proposal that sets the date for the first meeting indicates that you intend to participate in the first meeting (because you can't be a member of the TC if you don't). 3. The notice did specify the date of the first meeting, though it seems to me much better to call it out the way that Karl just did for the XML-Based Security Services TC. Bottom line: the initial voting members of Lauren's TC are those who attended the first meeting and who either (a) were listed in the TC proposal as members or (b) notified Lauren at least 15 days in advance that they were going to attend.
