Editors work queue

I'm having a hard time figuring out what the editors work queue is. I'm not sure if it is because the issues list hasn't been updated or we''re not following our own processes or we're missing a step or two. Right now it is a non-trivial effort to try and reconcile the state of wsm-1.1-spec-wd-04 with the issues list to figure out what I should do to make some progress. I could do it piecemeal (for instance, add the resolution of i020 to the spec) but that doesn't do anything to address the problem.
