alternate F2F meeting proposal

On today's WS-RX TC meeting I offered to make an alternate F2F meeting
proposal.

IBM (Chris Ferris) has offered to host the WS-RX F2F meeting in Raleigh,
NC at the IBM Executive Briefing centre on Tue-Thu Mar 21-23.  

This would permit the TC to carry out an interop testing meeting all day
on Tue Mar 21 and Wed AM Mar 22 and to hold a TC meeting on Wed PM Mar
22 and all day Thu Mar 23.  Holding the meeting in the middle of the
week also should permit West Coast and UK participants to travel to/from
the meeting on weekdays.

Hopefully a large majority of TC members will be able to make this
meeting location and date.
