Summary of proposed updates for i113 (RMS table only so far is modified)
(RTF format):

- qualify the events either as "Generated" or "Received" by the RM
component. Only use "N/A" when a "Generated" event is not supposed to be
generated.("Received" events may occur in any state.)

- When sequence expires: propose it closes rather than terminates: one must
still be able to query it to get a final Ack

- do not " Fault a Fault", e.g. if RMS receives a Message Rollover Fault
for an unknown sequence, it will not complain back with "Unknown Sequence
Fault".

- rename Connecting/Connected as ACtivating/Active.

- other small updates, e.g. w/r to when to generate an Unknown Seq Fault.

- a new event "accept sequence offer" leads to Active state.
