The semantics can be Consumer-facing, i.e. "the Consumer should assume that the markup generates no markup that creates a visible change when rendered". I believe this semantic to be logical to the Consumer and producer, and useful to the Consumer. I would prefer to leave the MINIMIZED as is and have vendors use a customized window state (ICONIZED?) for the suggested extension.
