I think it is possible. My suggestion is to start with the Issues list we were working from (this is the latest version I was able to find, Erik may have something more recent):

This document is not complete in that it only addresses individual issues (and not themes like delegation), but it does provide a summary of specific changes as well as a broad list of those issues that were not addressed/filtered out (and why). 

For a more thematic overview I would start with the agenda/minutes of the F2F sessions (Oct 05, Mar 07, Nov 09). The Oct 2005 minutes are filed nicely on the wiki: http://wiki.oasis-open.org/xacml/Oct2005F2FAgenda :)
