RE: [xri] 3.2.7 - User Relative XRIs

Hi Gabe,

I was getting hung up on the resolution aspects of User
Relative XRIs.

In fact, resolution doesn't have anything to do with this
discussion because there's a "/" between the User Relative
XRI and it's Base Identifier.  Resolvers aren't involved
in anything to the right of the "/".

Which means that we should probably move the discussion of
User Relative XRIs out of the resolution section, and 
describe them simply as Relative Identifiers with a well known
Base Identifier (by convention, associated with the user
specifying the identifier).

Does that make sense?
