The reason User Relative XRIs are discussed in the Resolution section (specifically, the XRI Authority subsection of the Resolution section), is that "*" is a GCS symbol, and thus we need to specify what the resolution characteristics of "*" are in this section (even if it is just to say what you say below.) That's all the text in this subsection was meant to do. In fact, resolution doesn't have anything to do with this discussion because there's a "/" between the User Relative XRI and it's Base Identifier. Resolvers aren't involved in anything to the right of the "/". Which means that we should probably move the discussion of User Relative XRIs out of the resolution section, and describe them simply as Relative Identifiers with a well known Base Identifier (by convention, associated with the user specifying the identifier).
