The reason User Relative XRIs are discussed in the Resolution section
(specifically, the XRI Authority subsection of the Resolution section),
is that "*" is a GCS symbol, and thus we need to specify what the
resolution characteristics of "*" are in this section (even if it is
just to say what you say below.)

That's all the text in this subsection was meant to do. I agree that the
current text may need a slight clarification per this thread, which the
Editor's SC can make before publishing 1.0, but I believe that should be
the only change needed.

Hi Gabe,

I was getting hung up on the resolution aspects of User
Relative XRIs.

In fact, resolution doesn't have anything to do with this
discussion because there's a "/" between the User Relative
XRI and it's Base Identifier.  Resolvers aren't involved
in anything to the right of the "/".

Which means that we should probably move the discussion of
User Relative XRIs out of the resolution section, and
describe them simply as Relative Identifiers with a well known
Base Identifier (by convention, associated with the user
specifying the identifier).

Does that make sense?
