Ah, now I stand doubly corrected - you CAN combine a SOU for both
specifications into one if you want to. So:

* Use the combined template if you want to submit an SOU for both.
* Use the separate templates if you want to submit an SOU for just one or
the other (or if you just want them to be separate SOUs).
