Certainly. I tend not to run into that particular confusion because most
people misdefine XML validity anyway, nor do they use schemas or DTDs to
begin with. SAML includes definitions of what makes for a "valid" assertion
and it doesn't seem to be an issue, but we do define the term, yes.
